Calculated Value, Default Value, Value Set, Conditions, etc

You need to have available configuration for the specific type of attribute you create.
e.g. there is a build-in default value "default category for new work items", you can select this default value when you create a new attribute with type "category"

When creating a custom attribute, it appears you can set Calculated Value, Default Value, Value Set, Conditions and Validators, but these are all disabled. Is this a permissions thing? If so, what permissions do I need to have to activate these capabilities?
