Data Collection UserID with regard to the SCM job

Does the UserID that is used to run the SCM data collection job need to be a member of the JazzAdmins or JazzDWAdmins group in order to have visbility into all streams in RTC for the purposes of updating the data warehouse? The UserID that I am using is only a member of the JazzUsers group. All other data collection jobs for RTC, RQM, and RRC run successfully. But the one for SCM always fails. When I look in the SystemErr log for RTC, I see the following errors at the time that the SCM data collection job is running:
