Create Requirements instead of Create Artifacts
I am using the sandbox for RRC on www.jazz.net.

I had expected to see a "Create Artifact" button but instead I have a "Create Requirements" button.
Based on the Tutorial here http://publib.boulder.ibm.com/infocenter/clmhelp/v3r0m1/topic/com.ibm.rational.rrm.tutorial.doc/topics/lesson1_rrm.html I would expect to see "Create Artifacts"
Also the "Help Contents" does not work. Instead it says the URL is not found.

After some additional investigation I found that there are a number of different requirement templates http://publib.boulder.ibm.com/infocenter/clmhelp/v3r0m1/index.jsp?topic=%2Fcom.ibm.rational.rrm.help.doc%2Ftopics%2Ft_create_project.html
and it seem that www.jazz.net uses the BASE template. The tutorial must be using a different template.
