loop step rerouted to different server between iterations

Hi,
I have the problem with 'While Loop' step. It is being executed from a 'sticky' library from a 'sticky' project. All the servers have 'Max Jobs' set to '1'. The step is executed for few times on a proper (inherited from project) server and for n-th iteration it gets moved to different server (still matching selector) where it fails as the environment for the step execution was prepared on different server. This behavior is intermittent and so far I was not able to find anything that could cause it.
Has anyone encountered such problem? I have found this thread on devWorks:
http://www.ibm.com/developerworks/forums/thread.jspa?messageID=14276720
what seems similar and is not answered.
This stared to happen when I moved BF database to remote server. Additionally this happens only if two projects (same library executed from 2 projects with different environments) are executed simultaneously. Could this be caused by some race condition?
