Error importing svn repository into scm

I've dumped an svn repository in version 2 format (no deltas since scm doesn't support version 3).
I'm now trying to import the dump file into scm but am getting an error on all projects.
"Problems occured running import from svn" Reason - A server error occured while importing change set Revison 191 : (date)"
