Does Rational Team Concert Provide any Code Generation Tool like CodeSmith for .NET Applications and also does it provide any inbuild tools which can be used for any specific purposes like Migration , Conversion or Build Integrations

Team Concert does not provide any code generation tools. IBM has tools that will do code-generation - ranging from Rational Software Architect, and Rational Rhapsody that do model-driven development - to tools like Rational Application Developer that has GUI builders, to languages/tools that use EGL to generate applications.

Rational Team Concert is a tool focused on team collaboration - and does not provide code generation tools out of the box.

It has a very flexible build system however, which lets you integrate with tools of your choice as pre or post build steps. Please have a look at https://jazz.net/library/article/518.

It also has a command line interface that lets you perform source control operations by running RTC commands from the command line. https://jazz.net/library/article/620 describes how to use it.

I found in CodeSmith's forums that Codesmith has a command line option as well - ideally you should be able to write scripts that use the CLI for RTC SCM functions and Codesmith for code generation.

If Codesmith can be configured to run command line based tools directly, then that's another option to run the SCM CLI for the SCM functions.
