I would love to be able to provide a link (or something) on a browser dashboard that, when selected, would open a new work item with some pre-filled-in fields (e.g. Type = Story)

Is this possible?

This is not possible at the moment because there is no URL pattern provided by the work items web ui to do this. I have opened a feature request for it. Great idea!
