Not able to see "Create Test Plan".

Hi @kalai,
Your QM server admin needs to add you to a role that has permission to create test plans. They can do that here:
For example:

You should also verify that you have the required Client Access License (QM professional) as @yzwkzfn pointed out.
Then log out and log back in; you should now see the "Create Test Plan" menu option.
