According to this info: https://jazz.net/wiki/bin/view/Main/ConnectorMain, last updated 8/2007, the focus is interoperability and not migration.

When will the CQ connector facilitate conversion of CQ schemas to Jazz? Any insights would be appreciated.

There are no plans to enhance the connector to do this.

Future direction for ClearQuest include leveraging more of the Jazz technology. We plan to protect customer investments in ClearQuest by providing upgrade tooling from previous versions.
