It looks like what you're seeing is the intended result. Updating artifacts via CSV is not currently available in the current release. I would recommend submitting an enhancement request if you have a need for this feature in a future release.

This is a prioritized requirement/use case for Requirements Composer although it was not part of the 2012 plan items. We do expect that we will support some form of data round trip for offline users in a future RRC release.
I would like to suggest that Requirements Composer is in a different place today than RequsitePro and DOORS which were envisaged in the 1990s. The jazz collaborative platform is built to encourage teams to work together in a real time online environment. We get the most benefit from RRC when the team is working online and has access to the requirements in real time. We also work in a modern tech savvy community where users are familiar with online tools and have access to high speed networks worldwide.
For your users who are asking for spreadsheets today I would encourage you to help them understand the development ethos that RRC is built upon and help them get access to your requirements/collection through the RRC web client for direct review and commenting. Help them see the benefits of working with real time requirements and not stale project information.
In 2012 we will introduce our fist step to support data offline round trip with update and merge (through our data archive facility). Please see our RRC release plan for more details. It will allow you to take requirements away from RRC, use them in another RRC environment and then return them to the original project. While it wont be through a CSV it will be a first step and provide a solution to those who need this use case and have no other option.

Has any progress been made to adding the CSV update feature to RRC/RQM?
Sharing of repositories is not always possible due to security/privacy issues and the only option is the "older" import from spreadsheet/CSV mechanism. This is where we find ourselves and therefore have a need for updating requirements via an import.

Hi Jared,
What about just migrating RRC 3.0.x data from one environment to another? No merge or update. Just moving data.
I have not been able to find anything concrete on this.

This is not supported.
Repotools export and import are for database migration: e.g., migrating from one database vendor to another, or from one version/platform of a database to another, where native backup and restore is not supported by the vendor. Generally the off-line backup and restore facilities provided by an enterprise database will be much faster than repotools export and import.
There is currently not any processing in repotools export or import that will fix all of the URL references.
The issue is the URL stored in the data, this needs to be changed to a new URL on the new server. The JTS team are working on this problem. If you look on the CLM 2012 plan

You will see a plan item " Support changing the server public URL (server rename)"
So in the future, it is the intention to have both this server move as well ReqIF for moving data.

We would love to skip the import of a CSV for bulk edits if there was a way to do that.

Thanks Robin. We are looking forward to this release. Albeit, our client my not be able to attain it once it releases. The Fed Gov isn't an early adopter ;)
