Preventing change sets from being associated with a type

All,

We have a work item type that was created in-house for a special purpose. We do not want developers to associate their change sets with this type of work item.

What is the best way of accomplishing this?

FYI - this type lives in a dedicated project area that we want to keep open for everyone. There are no streams in this project area.
