Defining default values for notifications on 7.5.1

The notifications are based on activities that the server tracks (e.g., updates, state change, discussion ...).
You can control how/if you get notified for a given context (owner, vs. reviewer, vs. subscriber ...).
You can also customize some elements of the email notification content (see the Administration->Tools Customize Emails

Hi All,
I've seem that the newer RAM's version will have more flexibiliy to work with notifications. That's a great job.
Is there a way to define what are the defaults values for these notifications?
Each user can customize their own settings, but the default values (what a new user sees or an existing user sees when they click the 'Restore Defaults' button) can not be modified. You may want to open an enhancement, but I think the existing default values give the best experience for new users. Is there a particular default value that you think should be changed?
I think which the default values are well-defined for the most of users, I'm happy with this.
I've a customer who has a special needs for notifications mainly by mail. He was planing to create a customized policy only to send mails in special events.
With the improvements on the newer version, this activity lost the strength, but he isn't happy yet. He would like to define the rules of notification for his users, so if any user wants a differente way to be notified only a few of them should change your definitions. Just the opposite, instead of dozen of users changed their configs only a few of them would do.
