Work Item List presentation Attribute Type

In my RTC customization I created a presentation Attribute Type mapped to Work Item List.

When I go to Eclipse Client it works, I can click on Insert and it prompts a screen to query work items and a link in the bottom to Create a New Work Item. But when I go to Web UI, and click in the insert button the Create a New Work Item link does not appear.
