I can find the Build System Toolkit for RTC 2.0, but where can I find it for RTC 3.0?

I think it has always been in the "All downloads" tab. For 3.0 it is here: https://jazz.net/downloads/rational-team-concert/releases/3.0?p=allDownloads

Search for Build in your browser and you will find an installation manager repository as well as a plain zip file.

I've tested right now and still doesn't work.

Same error 500.
