Artifact types are greyed out in the Add Link dialog

When trying to link to an existing artifact or to create a new artifact on a remote repository using RTC eclipse client 3.0.1-> "Add Link: Related Change Request" dialog, the two workitem type drop-down list controls (for selection, creation) are grayed out and an entry from the four types (Defect, Plan Item, Task, Requirement Change Request) can not be selected. This works from the WebUI.
Has anyone seen this behavior? Thanks
