CHANGE_SET table in SCM snapshot shows no data

All four fields in the CHANGE_SET table show no data, even though all other tables in the SCM snapshot do show data. How can this be?

Fields in the CHANGE_SET table:
CS_ITEM_ID
CS_COMMENT
CS_OWNER
CS_CHANGE_COUNT

My goal is to get a list of change set owners, which this appears to provide, except that it returns no data. :(
