I would like to send automatic notification to persons who does not belong to my project area and/or not have access to RTC.

Can RTC notify by email the status of the workitems to someone that not belongs to the project area?

Something similar to what ClearQuest makes. "You can add a costumer's email to a contact list in order to send emails with notification about the status of the defects or when the defect was closed."
