Why I can have two components with the same name? How to del

I split the Curam_src into the rest of four components, I guess I create this CClient component two times during the move. They have different baselines when I open the histroy. Questions:
1. Why allow me to create components with the same name?
2. How can I delete or archive one of them?
3. Is there a way to see the history in a version tree like diagram?
4. In the workspace, what's the number mean beside the component, e.g. CClient (3:Base). This 3?

You cannot delete the component but you may change the name and owner to help you keep the project area clean.

There is also a server flag that you can turn on to have unique component names. Check the settings page of the admin ui to turn it on.

Can't find the place, can you tell me exactly where is this settings page?

Thanks

This previous thread explains where to find the setting. I hope it helps.
