Use the "checkin" command. (See the "checkin" on line help topic for
details).

Along those lines, I have a question. I notice that, from the RTC Eclipse client, I can go to 'Pending Changes' view, select Outgoing, right-click, select New. From there I am able to create a new changeset. Not only that, I am also able to move around changes between this and other changesets, add comments to this changeset , close it, set it current, etc. But, from command line, without check-in or share, there is no way to create a new changeset. Is this correct ?

Look at the 'scm help create changeset' for how to create a change set.

Also, run 'lscm help changeset' to view the operations supported on the change set such as complete, set current, associate/disassociate workitem, set comment etc

Look at the 'scm help create changeset' for how to create a change set.
