Is there any way to restrict access to tabs?
For example, i have tabs A,B&C, and i want developers to see A,B&C and clients just to see C.

This is not currently supported, but is requested in work item 120595.
Please add a comment to indicate your interest/support.

Note that this work item is phrased in terms of restricting visibility
of attributes, rather than tabs, because different editor displays can
layout a given attribute in different tabs, and assumedly it is the
information in the attribute that you want to restrict in general,
rather than just hiding one of the displays of that attribute.
