RRDI failing to connect to JTS
I installed RRDI. When I try to connect to JTS I get the below error:
The dispatcher cannot service the request at this time. The dispatcher is still initializing. Contact your administrator if this problem persists.
I tried the following things:
- Restarting Reporting Server (WAS)
- Given full access to cogstartup.xml file for all users
Am I missing anything?

In general, it would take a few minutes before the report server to start up completely (the actual time depends on the system configuration). The error message you mentioned will continue to show until the startup is completed.
You can also try the steps in http://publib.boulder.ibm.com/infocenter/clmhelp/v3r0m1/topic/com.ibm.rational.rcpr.help.doc/topics/r_appserver.html#r_appserver__2 to check if there is an issue for the report server to connect to the content store database (its internal repository).
In addition, you can also take a look at the \cognos\logs\cogserver.log file for more specific information.

State: Not running. See logs.

Will retry periodically.

Please verify whether the report server can connect to the content store properly.
Assuming the report server is installed on a Windows system, please invoke IBM Cognos Configuration from the Start -> All Programs -> IBM Rational Reporting -> IBM Cognos 8 menu. Then following the instructions in http://publib.boulder.ibm.com/infocenter/clmhelp/v3r0m1/topic/com.ibm.rational.rcpr.help.doc/topics/r_appserver.html#r_appserver__2
