From 3.0.1, work item based promotion is supported. Is it possible to have work item based dependency build? User could select work item(s) to do a dependency based build, then RTC will get the file list from related changeset and only build those files (along with impacted files)?

Thank you for the suggestion. This capability is under consideration but not at the top of our list of priorities right now.
