How to configure event handling ?

Can some one point me the article or guide , to configure event handling?.

I my eclipse client, under team area->configuration->event handling, when I select 'Work iteam state changed event', the follow-up actions are greyed out.

This means there are none available. Out of the box, RTC doesn't include many event handlers.

When an user selects an option from a drop down list - would this be an event? If not, how can I know that there has been a selection made?
