the section titled "Install BIRT into the Rational Team Concert client"
in http://www.ibm.com/developerworks/rational/library/10/creatingcustomreportswithbirtandrtc-part1/index.html is really good, with a few oddnesses...
you want to get the software from the galileo update site (RTC 3.0 is build on eclipse 3.5 which is galileo - ganymede is 3.4). that site likely exists, if not add it with this URL http://download.eclipse.org/releases/galileo and be sure it's enabled.

I made the mistake of installing a newer version of BIRT - it didn't work until I downgraded to BIRT 2.5.2

Download following requirement zips:

birt-report-framework-sdk-2_5_2
dtp_1.7.2
emf-xsd-SDK-2.5.0
wtp-sdk-R-3.1.2-20100211202452

Then, create folder "dropins" under rtc installation,and extract all four zips in this folder.

This should work.

why this isn't work for me?

do you mean extract all 4 folders into dropins and put this folder'dropins' under

rtc installation. (for me, it is C:\IBM\TeamConcert) ??
