I would like to use the test plan as a customer deliverable however I cannot deliver it with the RQM Images and formatting. I would like to configure this so that I don't have to create a separate test plan in word.

The built in PDFs are not configurable and not really intended for the kind of thing you are looking to do. You should look into a separate Rational product called RPE which integrates with RQM and is specifically designed for your use case.
