Internal Server Error in configuring IHS-WAS-RTC

Hi,

Environment
RTC3.0
WAS7.0 fix pack 13
Windows2008 R2

I'm now configuring IHS-WAS-RTC environment.
I have done the steps in the following link.

But, when I accessed https://server/jts/setup, following error was shown.

Internal Server Error

The server encountered an internal error or misconfiguration and was unable to complete your request.

Please contact the server administrator, you@your.address and inform them of the time the error occurred, and anything you might have done that may have caused the error.

More information about this error may be available in the server error log.

After some research, I found the steps in the following link.

Then I did the steps and after that, the login screen appeared properly.
Are the steps in the above link needed?
or did I miss anything else?
