Report on plan items in baseline when no change sets linked
How have people dealt with creating a report showing which plan items (e.g. Stories) have been "delivered" when it's really been the child execution items (e.g. tasks) that have been delivered with linked change sets?
You can do a component or file history to see the work items linked directly to change sets. You can do a snapshot or baseline diff to see the work items linked directly to change sets. You can export that information to text or a change log.
What I'd like to do is generate a summary of the plan items that are associated to component/stream by interrogating the component/stream. This would be the 'actual view' of what's been delivered. This is not straight forward if the plan items are not linked directly to the change sets. I can get a list of the execution items but then would have to manually investigate parent relationships for each.
I believe I can create such a view from the planning standpoint (the 'to be view') using queries, plans and dashboards. I can query for stories assigned to an iteration/sprint and show their child tasks, though I can't query on change sets existing for those child tasks. The use case here would be for helping to manage/expose what has been done vs to be done based on the existence of change sets related to execution items.

I'm interested to hear how folks have dealt with this scenario, if at all. Perhaps there's a different way to look as this type of scenario that I haven't thought of.
