Required properties in RTC 3.0

I need to define some required field for certain state and resolution code. In RTC 3.0 it seems to have the ability to do that, but when I define a required field at the resolution code level, it is then generalized to the state level, making it required on every resolution code.
Can anybody explain if this functionality should work as I am expecting so it is a bug, or I am missunderstanding anything.
