HELP error in topic R.A.M

Good evening to all.
I found a problem in creating a topic on RAM
in practice when I create the forum after I write a topic on the inside, but when I create and write both the title and description except when I get this error "You must supply the text for the topic "
someone could tell me what should I do?

Hi,

This means you have a configuration error. Go to the configuration page,
hit Save and let it tell you what is not configured correctly, fix the
problem, and hit save.

On the configuration page, you need to set the RTC URL, username, and password. Navigate to Administration -> Configuration and look for the 'Internal Rational Team Concert Path' section. Ensure that the URL, username, and password are correct. If you paste the RTC URL in your browser, you should see the RTC login page. If that is not showing up, log into the WAS administration console and ensure that the RTC application has been started.
