RAFW v. 7.1.1.3 hangs on -i was_common_configure_vhosts

Can anyone provide guidance on the following ?

Recently this action has begun hanging.. other cell-level import (like was_common_configure_variables) runs fine
It proceeds as far as the following in the log:

[exec] Importing virtual hosts in scope: /Cell:WAS-ITCell/

There is no exception thrown or error reported, as far as I can tell. was_common_configure_vhosts has run successfully in the past so I am not sure what may have changed. We don't modify the scripts supplied with RAFW.

There seems to be 4 processes started on the dmgr after initiating the was_common_configure_vhosts. I triggered thread dumps on
one of the processs and observed the following current threads:

Thread dump 2 current thread, two minutes after thread dump 1:
