Date representation format in RTC

How can I change date representation format in RTC, for example in iteration start and end dates ? Is it possible, in order to prevent ambiguity, to represent dates as 12-Jan-2010 instead of 12-1-2010 or 1-12-2010 ?

Changing "Time Zone" and "Regional Settings" of my user did not changed the time representation. The question is for all clients - Eclipse, Web and Visual Studio..

 I can't speak for Eclipse but VS, but you can change it in the browser by changing the language setting.
We have successfully done this in our organisation with Chrome, FF & IE.
