Subscribe to new Stories

Is it possible to subscribe for new stories? I want our requirements engineer to receive a mail, every time a new story is filed.

You can define a shared work item query returning all stories that meet
your criteria. All your requirements engineers can subscribe to the
query feed of that query. In order to subscribe, reveal the query in the
Team Artifacts view and select 'Subscribe to Query Feed' from the
context menu.

Can I receive mails, when there is a new item in this feed? Our requirements engineers only want to use the Web UI for daily work.

You can create a custom dashboard page in the web UI which uses the News
Feed viewlet on this story feed. To do so select the query feed in the
Team Artifact Navigator>Feeds domain and copy the URL using the "Copy
Feed URL". Then configure the News viewlet in the dashboard using this URL.

This is how I track incoming work items for the PMC in the Web in my personal dashboard.

--> E-mail notifications can be subscribed by the users at the work items level only. 

--> Subscription/Mail notification to a work item is possible only if the user is a creator, owner, or is subscribed to that work item by the creator, while creating new stories.

This holds good for both Eclipse and web client

 there currently is no mechanism to register for emails for workitem creation. You can only get notified AFTER creation if you are related to the workitem in some way (based on your email settings), mentioned in, subscribed to, owner, modifier, ...
