Test case templates: delete section and modify description

I am creating a set of test case templates for a customer.
In one of the templates the section Test scripts should be deleted.
This seems not possible? Why?

Another thing too, how do I write new description (in other language) in the predefined sections? I would like to add info how to use the schedules.
