No responses to my post and unable to create a bug / defect

I searched the jazz.net forum and did not find where anyone else had reported an issue we are having. So, I posted a message. No one has responded to my message. I have attempted to open a bug / defect and when I try to save the bug / defect, I get a message saying that I do not have the necessary permissions to create a bug / defect. If no one responds to my post and I cannot create a defect, how is my issue ever going to be resolved. Thank you IBM for your attention to this matter. My issue is described below:

On my RQM dashboard, when I want to see what requirements have not been covered by test cases, a 3D pie chart is displayed. I click on / select the section of the pie for the "Not Covered" segment of the requirements. A tab pops up and I have the opportunity to select what format I want the report in. These choices are pdf, postscript, Excel, Word or PowerPoint. Using Internet Explorer or Firefox, when I select any one of these all I get is an "Error on page" error message in the bottom left hand corner of my IE screen. Is there some sort of IE or Firefox setting I need to change? Here is detailed information for the release of RQM we are using:

If you want direct/immediate help with a particular issue, you should be
calling IBM/Rational support. Posting to a jazz.net forum gets you a
quick answer if someone has an answer, but if nobody does, you'll need
to work with support. Similarly, if you post a work item, someone from
development will "triage" it quite rapidly, but depending on the current
development iteration or schedule, development might not be able to give
you immediate feedback/help. And if you cannot post your own work item,
you'll definitely need to work with support to find out what is going on
(unless someone on the forum has experienced that problem and has a
workaround). Note that there are different project areas for the
different projects, so you should include the URL you were using to post
the work item, so that folks can see what project area was giving you
trouble.
