Hardware config for using 50 Projects and 600 user access

Goodday

One of my client is planning to set up around 50 projects and 600 users will be accessing RTC from that server.

The OS and Hardware configuration what they have is

VM ware details: Windows 2003 R2 64 bit with SP2

Intel Xeon CPU E5335 @ 2Ghz and 3.75GB of RAM

Is this configuration good enough for running 50 projects which will be accessed by 600 users.
