Installing RTC client without package group

I'm trying to test installing the Rational Team Concert IDE into a beta version of IS Manager (IM Brand).

When I get to the point where it allows me to choose an existing package group, the only option I get is to create a new package group.

Is there any other mechanism I can use to install the RTC client into an Eclipse shell other than the shared package group mechanism? Install as plug-in?
