You cannot currently control the visibility of specific work item
attributes. You would need to create a separate work item type with those controlled attributes, and link the two work items to each other. This use case was being tracked as part of work item 60372, and has been broken out into its own story, work item 120595. Current status of this request: Requires considerable Foundation support.
