Reliably get server status

We were looking at using repotools.sh -isSeverRunning as a reliable way to check on whether or not a server instance is running (instead of the "serverStatus.sh server1" method as a perhaps less intensive check.

However what we have found is that repotools.sh -isSeverRunning is ONLY accurate on if the server is running after a startup if someone logs into the RTC instance.

Has anyone else seen this, or what else are you using to reliably check whether or not the Jazz Instance is up for business and still responding?
