Adding URL to Web UI Logon screen

Situation: We would like to add some text on the Web UI logon screen , including a URL to where a new user can request a user ID

What would be the best approach?

Using servlet filters has been suggested, and WAS ships with documents on how to do this.

1. Has anyone used this technique with RTC and WAS?
- Is this solution likely to satnd the test of time with new versions etc.?
2. Has anyone done this with RTC and Tomcat? As described, we cannot make this work on Tomcat
