ClearCase hidden baseline dependencies - does RTC avoid this

I see discussion earlier on delivering work items with change-set
dependencies and options for dealing with it. ClearCase/UCM suffers from
an issue of potentially hitting hidden baseline dependencies when
delivering one or more activities while others may be in progress even
though there may be no change-set dependencies. This has been a real
sore point with some of our ClearCase users. I'm hoping this problem
doesn't exist in RTC. Can someone please confirm.

That is correct ... in Jazz, any dependencies are real (i.e. a
change-set only depends on the states of the files that it has changed).
