How to avoid/query user overloading ?

The RTC(2002i-fix) currently does not support any type of query (other than a view of members absence and availability which could be seen in plan - refer to , but I am looking at 2 options
(1) Is there a way to stop assignment of new work item to member once he/she is saturated
(2) Is there a query where I can see all users (team level) availability and assignments
