jbe properties

Hi,

currently I'm starting jbe by passing all the parameters
including -userId and -pass

However, this actually enables an intruder to get the credentials of a
JazzUsers kind of account (e.g. by typing ps uax on Linux)

I would use sort of properties file instead. I have tried jbe.ini or
eclipse.ini, but it seems jbe ignores it.
