Specifying the current change set in Eclipse

The RTC Online help describes the ability to specify a change set when checking in artifacts, but I am not able to duplicate this in the Windows Eclipse environment.

When I select an artifact in the pending changes view, my only option is to create a new change set.

How do I specify a change set to use when checking in artifacts to my workspace?

In order for you to check in to an existing change set, that change set
needs to be an open change set that is currently accepted into your
workspace.
