I opened the URL you provided, and the page contains this statement: "DOORS Next and ETM require a special, no-cost activation key to activate configuration management capabilities."
Can I understand that even if I only purchased the DOORS Next license, I can still Enable Configuration Management and Manage components?

You can enable all the applications - your license entitlement will dictate what applications you are allowed to use. If you have a DOORS Next analyst license, you'll be able to access all RM application, Change and Project Management in CCM application, and read only access to the QM application.
You'll also be able to access the GCM application to set up Global Configurations
