build on state change participant missing

I followed the pdf:IBM Rational Team Concert 7.x Extensibility
But in Lab 2 Step:94b, I am unable to find build on state change participant in the follow-up actions section. Even though i have followed all the steps as mentioned in the PDF twice still i am unable to find it.What can be the issue for this?

A million possible causes. For example:

  1. You might think you followed the steps, but you didn't - happens to me too still.
  2. You might have not added the bundles in __87, or launched the wrong debug configuration that does not have the bundles, or there is an error preventing the bundles from starting.
  3. You connected to the wrong server. You need to connect to https://localhost:7443/jazz and not https://localhost:9443/ccm

I added the bundles at step 87 and also, I am on the correct server but still the issue persists.Actually,I was unable to find com.ibm.team.rtc.client.feature in step 90d.So could that be a reason for the above problem?
