Will RM.Event.ARTIFACT_SAVED be triggered on creating a new artifact?

Looks like RM.Event.ARTIFACT_SAVED will work only when existing artifact is modified/saved and not when a new artifact is created/added in DNG module. Can someone please confirm? If so, is there any other RM event that can be used to take some action on new artifact creation?
