Can we disable the reply to the comments on the work items ...?

Here i will go for once again
Is it possible to disable replies to comments on work items like Task or  Story or Epic

1. Can this setting be configured for a specific work item, or is it applied at the project level

Can anyone provide insights on whether disabling replies is possible. Replying to past comments often doesnt add much value.

Example : For the work items like task or epic or task   we do some comments in the discussion tab ... then it will become a comment ....like wise  5 user will  5 comments one after the other. After one month  a new user / one of the 5 users  will come and give reply to  first comment by clicking on the reply comment

As far as I can tell, what you want would require a custom work item save advisor (pre-condition).
