By default, you can select hours, minutes, seconds in the estimate in the web UI. You use the drop down to select what you want. In the project area administration there is the section Planning>General where you can choose to only support hours.
Dashboards and work items are no longer publicly available, so some links may be invalid. We now provide similar information through other means.
