How to define permissions to change fields?

In jazz.net workitems you set permissions to define who can change the fields planned for, priority and some states.

How you do that? Using pre-conditions / advisor?

You can provide these pre-conditions? Then we can use the same feature or customize it.

You specify these permissions in the Process Configuration of the
project area editor. In particular:
Team Configuration: Permissions: Permitted Actions:
Work Items: Save Work Item: Modify the work item
