When submitting comments on DNG Artifacts (in a Module), the Directed To: defaults to Created by & Last Modified by Names.  We need to set the Directed To default to the Module Owner (or some other configured value).

There are several OLD questions that have not received answers.  This is critical to our organization and need advice how to set the Comment Directed To values.

NOTE: some reviewers don't pay attention to the field, and the wrong people receive the emails.
